Try to improve on sublime text 4 #107

I don't want to break things on the previous version so I create completions_v3.py base on completions_v2.py and only import it on sublime text 4.

There are things NOT implemented:

HandletabNine:: commands Just not useful to me right now, need some time to figure this out.
Logic related to STOP_COMPLETION_COMMANDS. I’m not understand why we need this instead of relying sublime itself to stop the completion process.
