hammer command

What steps will reproduce the problem?
1. navigate to Omaha directory
2.type in hammer
3.C:\Omaha>hammer
'\hammer.bat' is not recognized as an internal or external command,
operable program or batch file.

What is the expected output? What do you see instead?
Nothing happens, yet omaha is supposed to build

What version of the product are you using? On what operating system?
Windows 7 x64bit

Please provide any additional information below.

Please read the Omaha Developer's Guide here:

You need to install SCons and set the environment variable SCT_DIR (and several 
other environment variables) in order for the build scripts to work.
