Fix pulseview-9999 build #11

Fixes build for me. Java bindings are disabled. I don't know how to do them. Python bindings are compiling but probably could be done better.

Thanks @korneliuszo . You may want to check out gentoo's in-tree ebuilds. I've not really been maintaining these since they were added. It's possible that there are changes from them that should be added to these.
