add libserialport to 9999 packages #3

The serial port code from libsigrok has been moved to libserialport library and many drivers are disabled without it.

I've added it, the needed dependency, and run a few builds without issue. I don't actually own one of the analyzers that uses libserialport, so I'm unable to run a real test.
