moving logs to hh5 #135

If you run a clef job via the queue you need to be part of ua8 and add data/ua8 to the storage flag because of the logs. I'm moving them to hh5, since users have to have access to hh5 anyway.

Created directory in /g/data/hh5/clef logs has writing permission for anyone in h55, so users can write log in background tables has the CMIP5/6 tables generated weekly by NCI so only reading permissions are needed Updated cli.py and download.py with new file paths
