Tested on staging - left: CloudWatch (docker logs still forwarded); right: log files are no longer created

coverage: 88.352% (-0.04%) from 88.394% when pulling f4c5e642bb7a261da30745ddfcafbd04a897dd50 on disable-log-files into 045d786f6f1fba11e43c843c7dc010e433a4c97c on master.

Tested on staging:

uploading original file with replaceMedia --> OK
delete files on GCS and call replaceMedia --> can upload image successfully
