Cart shouldn't be written to database unless something is added. #210

What steps will reproduce the problem?
1. View the store

Right now we're using a maintenance task to clean up these items, but really 
it's not the most optimal way to behave.

These items should not be created unless something is actually added to 
someone's cart.
