Should provide a better way to template #211

Right now the barrier to entry in developing templates is fairly high.

We should come up with a way for developers to distribute their templates and 
use them across sites in a clean fashion.

I'm thinking perhaps a /vendor/themes directory might be appropriate, but it 
has to mix well with engines and our current template layout.

Some thought needs to be given to this idea.

Good idea, though may require hacking into rails itself (?)
