As a prospective student, I want to easily scroll and view listed colleges

Tasks:

  1. Initially, load a suitable number of colleges (20?)
  2. Infinite scroll that loads additional college tiles as the user scrolls
  3. A pinned at bottom 'back to top' icon to return to the top of the page at any time
