Currently it is assumed (and checked) that the sizes of these things are all the same. It's now time to throw away that assumption and allow arbitrarily sized inputs and outputs (what we're now calling ganglions) for cortical areas.

TBD:

Axon space.
Synaptic range Limits.
How to negotiate sizes for centering (probably new OclDimensions trait).

Lots of work done in this area and the problem has really been completely reformulated now that areas can scale input. Closing.
