We need a DockerFile that builds a development version of cogent3 (provisionally to be put in c3dev)

We can use the instructions in https://github.com/cogent3/Cogent3Workshop/wiki/Computer-Setup#installing-docker-on-macos to setup docker for 2 different hosts, as well as native execution on 3 platforms and test cogent under load using the full pytest suite to benchmark the performance of the various platforms
