Uploads un-available when FTP enabled in Joomla #9

When FTP is enabled in Joomla, uploads get sent to the FTP system, rather than being kept available for sending to the OTRS system. This is due to JFile::upload being too clever.

Fix is to not use JFile::upload to move the uploaded file in site/models/attachment.php
