Tried the following

.\OfficeToPDF.exe ***.xps ***.pdf /verbose which resulted in this output, no indication of the reason for not converting


Converting C:\Users\l****\Downloads\****.xps to C:\Users\l****\Downloads\***.pdf
Converting with XPS converter
Did not convert
