Manage US Virgin Islands #196

The Oxford dataset has changed its way of handling United States Virgin Islands At the beginning of Phase 1, it was considered a region of United States:

CountryName,RegionName
United States,Virgin Islands

Starting around January 31, 2021, it became a Country with no region:

CountryName,RegionName
United States Virgin Islands,
  1. Remove United States Virgin Islands from the list of supported countries for Phase 2. We will ignore it for Phase 2.
  2. As it was a valid Country / Region for Phase 1, keep it for Phase 1 quantitative judging. Generate the daily judging task in a backward compatible way.
