Clearing added items in query doesn't make them reappear in search results

To Reproduce

add all diseases to query
click the "clear" button in the Disease Type Set column
notice how results remain empty

The UI's changed a lot since this issue was created. Now, the UI will need the ability to clear all items and also make sure they reappear in the search results.
