Purpose/Implementation Notes

Add terms (/terms) and privacy (/privacy) pages to Cognoma
Add links to navbar

If you modify that to link to the Terms of Use on cognoma, then merge at will. Otherwise, I'll need to put up the ccdatalab.org terms page tomorrow before we merge. I'll put it on the todo list for tomorrow either way. But I'm using this formatted version 😁
