Garbling is now occurring on INDEX chart options, this is on some options without special characters image

The garbling is url encoding - seems to me we need to unencode the data we are using.

There has been a pseudo fix - where we replace '+' with ' ' - we need to figure out why the decodehtml ethod is not working
