The PR adds a new test job to the CI workflow.

Summary

The ci.yml file in the .github/workflows/ directory is modified to include a new test job named "Test langchain-cohere."
This job clones the langchain-cohere repository, installs dependencies, and runs tests using Poetry and Make.
The COHERE_API_KEY environment variable is set to access the Cohere API during the tests.

Thanks for this @Anirudh31415926535, looks good but pls can we put it in a separate workflow in the file so that ci times don't start adding up
