User may be granted role of Admin via the Console #37

In order to approve or deny requests to become a party host on a nourish instance, we'll need the site admins to have the role of admin.

For now, this could be set via the Heroku Console, or by another admin. In the future, we may want to make a new instance onboarding flow for setting up admins.
