Add CSS scaffolding (Bourbon/Bitters) #53

Using Eyeglass as a SCSS package manager.

Bitters base styles pulled in as a normalize and as a base; I assume we're going to deviate from them but one does need to start somewhere.

Seems legit. Last time I used bourbon/bitters it was kind of a pain to do multiple breakpoints/media-queries, but I was probably doing it wrong (like, I should have written a scss function instead of trying to force it? I don't really know... it was a few years ago)

@zspencer Out of curiosity, was that Bourbon proper or Neat? Do you remember? I ask in part because I think we can ignore Neat now that CSS Grid is a thing....
