Investigate intermittent "shouldEnableRemoteDebugAndConnectBackToDebugger" test failure #203

The LocalJavaApplicationBuilderTest shouldEnableRemoteDebugAndConnectBackToDebugger intermittently fails when on various networks. While it's possible to restart and continue the test (and it usually then succeeds), it should fail in the first place.

It seems it only happens on Java 7 and only on Local network-based tests. It works fine for Remote machine and on Java 8.
