Introduce the ability to determine the names of auto-start services in a Coherence Cluster Member #229

Often we'd like to assert that all of the configured auto-start services in a Coherence Cluster Member (or Server) are running. To achieve this we need to know the names of the auto-start services.

In Coherence 12.1.2+ configurations that use the ExtensibleConfigurableCacheFactory, determining the names of said services is very easy (a bit more challenging pre 12.1.2 without parsing xml). Given this we'll only support this new feature in Oracle Tools 3.x.y+
