Introduce Coherence Cluster Orchestrator #244

Based on the Coherence Cluster Runner examples in Coherence, we should introduce a more general purpose Coherence Cluster Orchestrator that allows tests to be annotated on to how one or more clusters can be established, managed and started/ stopped.
