Improve reliability of RemoteJavaApplicationBuilderTest #259

The RemoteJavaApplicationBuilderTest class runs tests that start the Java Debugger (JDB) process. The test currently runs job from the system path rather than the version of JDB from the JDK running the tests.

There are also timing issues on slow build machines where JDB attempts to connect to a process that is not yet listening.
