Create a Deployer that can deploy to a RemotePlatform via a file share #263

Currently when deploying artifacts to a RemotePlatform there are two options available, either sftp or http; the http option being particularly slow. If the local platform and the remote platform have a common file share then artifacts can be deployed by copying the artifact via the share, which should in some cases result in faster deployments.
