Combine oracletools.runtime.parent.address/port into a single system property #265

Currently we specify the oracletools.runtime.parent.address and oracletools.runtime.parent.port properties when starting local/remote Java Applications. In reality we could easily combine these into a single URL-based property.

eg: -Doracletools.runtime.parent=127.0.0.1:60123
