CoherenceClusterBuilder should ensure cluster size and services are established #312

Although starting CoherenceClusterMembers is asynchronous, as a developer I expect that a CoherenceClusterBuilder will automatically ensure that the number of cluster members has reached the desired amount and possibly that all of the auto-start services have been established / are running. Otherwise this burden is passed onto the calling application.
