Create a dashboard for supported projects #6

Back in the day, when Travis was the CI of choice, I could navigate to my travis account and see the status of all of the projects I have enrolled. To the best of my knowledge, there's no equivalent in GitHub. I'd like to create something of a dashboard that provides the badges for all relevant projects so it's easy to determine the status of all of them and to determine which ones deserve attention after bulk updating the config.

I found github-action-dashboard, which appears to be abandoned but available for forking and also references some other potential options.

Today I threw together https://jaraco.com/projects/ (source). It unfortunately doesn't work reliably, I presume because GitHub is throttling requests.

I've done some work to clean up the dashboard. It now looks passably usable and even has support for dark mode (responsive to the system setting). I'm going to declare success for now.
