Add programme & code of conduct #9

Changes

  1. Added programme.md with prelim web programme (the sessions are currently empty, but I can take the html from 2023 when we settle on the sessions)
  2. Added programme to web-bar (by not making it commented in config.toml)
  3. Added code-of-conduct.md with link in footer (above © 2024, Computational Humanities Research)

Let me know if there is anything I need to change !!

  1. Added new description to workshop 2
  2. Updated formatting for code of conduct and programme (bolding some headings etc.)

Hi ! I have merged your changes, and rebuilt the branch now with the new announcement cards, so that programme and code of conduct can be incorporated without breaking the frontpage.
