Version: 0.9

Need some information in the installation text about how to build ALPS with respect to MPI.

The INSTALL file refers to Makefile.config, which no longer seems to exist in the new build system.

I'm using stable/0.9 (svn update as of 3/16/2007).

Oops, obviously, I haven't looked at the tickets in a while. I am supposed to get notified by e-mail when a ticket is submitted, but it is not working. I think the INSTALL file is current now.
