Clearing header from undefined implementation

For Python and Java Native interface code generation, I need to clean-up the headers to remove all the undefined symbol.

In 70ff9370 and following two:

• Removed copyEnabledStuff and copyEnabledSuff declarations.
• smallModelCut and modelCut are now always implemented; users of OsiClp will not know whether CONFLICT_CUTS will be have been defined
• removed using readMps
