replace use of pandas Panel #1

pandas 0.25 removed Panel, which is centrally used in Paver. One could either:

Switch to xarray, see https://xarray.pydata.org/en/stable/pandas.html
Switch to a Dataframe with multiindex, https://pandas.pydata.org/pandas-docs/stable/user_guide/advanced.html

Are there any plans of replacing Panel in Paver?

Well, the issue is the plan, but it looks like it will be a lot of work. I may end up in rewriting the whole thing. It doesn't look as if I would find time for that anytime soon.
