windows instability test #269

Reproduction of the test from #111

@sebheger I'm not sure what this is actually testing, plus it increases test times by 5+ minutes. I think the original gist was that this test only passed on linux, but here it's passing on windows and mac too.

Doesn't seem worth adding. I'd suggest you close this as well as #111 without merging.
