scilab interface has become rather outdated; revise it and add features similar to Matlab interface

It seems to be straight-forward to create a Scilab interface based on the MEX interface used for Matlab (similar as done for the octave interface). Moreover, some of the functions used in the current Scilab interface are depreciated and my not be availble anymore in Scilab 6.0. Is any Scilab user volunteering to look into this?
