Add CB-VERSION header set to SIWC support launch (Apr 2)
Ensure GET and DELETE are performed with empty body

Hi @brianddk, thank you for the contributions but we're evaluating the future of SIWC endpoints right now and will be holding off with any explicit SDK support of it and requirements like the version header so will be closing this PR and #43.
