'on-hold' causes system to send an 'order processing' email to customer and probably is desired behavior for wire transfer, not for Bitcoin

This is not true. Some sites use "pending" for downloadable/virtual items rather than complete. On-hold properly identifies an order as still waiting for payment. Pending is payment received, waiting to ship, and completed is shipped.

You can add a filter to automatically mark orders.

I think we'll follow PayPal's example here and have it be pending after the redirect to Coinbase. On-hold seems to be used for exceptional circumstances requiring manual verification of payments.
