create metapackage for impactu #130

create a plugin metapakage to install all the plugins with the right version for stable releases

Remember that we will create another database for impactU with some additional plugins with post-processing routines (citations_count calculation, graphs, cleaning sensible data, etc.).

I don't know if the metapackages must account for the several milestones that the ETL will provide, namely kahi-doi, kahi-all, and kahi-impactu.
