feature request: need a console on FICS #414

pychess version: stauntun 0.10alpha2

there should be a window for running commands (especially for user
environment variables) on FICS.

For example, if you are playing a game you want to finish, but your
opponent needs more time... you would type "moretime 600" to give your
opponent an extra 5 minutes.
