make a new release? #63

Hi, Would it be possible to publish a release for log4r? there are no git tags here that match the rubygems.org releases and the last rubygems.org release was quite some time ago. Let me know if I can somehow help!

+1 There are 29 issues to solve and 9 pull requests not merged. could the owner of this repo give some response? Log4r is my favourate logger that I ever used.

The last time I tried to cut a release, I ran up against semantic versioning problems...
