Set titles on panel pages for text on bar-display area. #2

The panel page titles for authenticated and non-authenticated users needs to be set to the appropriate: "Welcome to uoSyllabus" and "Create, share and manage your syllabi in one place."

Set the title for the Non authenticated to "Create, share and manage your syllabi in one place." Set the title for the authenticated to "Welcome to uoSyllabus"
