Combine summary #126

Threaded the code for the single budget summary page with the code for the budget summary list.

Also fixed a few bugs that would have prevented the normal operation of this merge.

After you merge master to this, it should look good both in functionality and style.

Code looks straight forward. I think it's good to merge.
