Change add budget tests to robotium #134

Switches these tests over to be Robotium tests.

If you have time, checkout my branch and run them. Tell me if they ever hang or fail due to a click not being able to be completed.

Format is good, and is making the tests run how we want them to run now that we aren't running them on Jenkins.
