Disallow creating budgets with the same name #63

Steps to reproduce:

  1. Create budget with a name.
  2. Create another budget with the same name.
  3. Both budgets will be exist, with the same name.

It would be confusing if there's two budgets with the same name, because you wouldn't know which one to add an entry to.
