add `profile` descriptor to always be `tabular-data-resource`; add to validator #1

and change order of fr_tdr descriptors so that fields comes last (for better printing)

this was done so that it is not required in R, but is entered before writing a fr_tdr to disk to ensure compatibility with other frictionless tdr tools
