Window menu on Java 12 #42

On Java 12 (but not Java 8) on MacOS, the "Window" menu is sometimes duplicated. One way to reproduce this is to File -> Open, then cancel.

Does this also happen on other OSes?

The "Window" menu seems to be weird on Java 12 anyway; it flickers each time a window is opened or closed.
