Tide version is currently out of date

Indeed it is! I had partially upgraded to a previous version but ran out of time to complete it here: https://github.com/colinbankier/realworld-tide/compare/upgrade-tide-0.13.0

Happy to accept PRs that finish this and bring it up to the latest version 👍
