Placement of settings.ini for Linux version #7

The Linux version of the software should put settings.ini in a better location, 
such as ~/.rovergauge/.

Settings file is now 'RoverGauge.ini', and is stored in the user-specific 
configuration area for the OS (~/.config/ for Linux, and 'Documents and 
Settings' for Windows.)
