What steps will reproduce the problem?
1. open a non-java file
2. right click and try to create a jupiter issue
3.

What is the expected output? What do you see instead?
expected to see the "Add review issue.." context menu item.

What version of the product are you using? On what operating system?
3.2.1

Please provide any additional information below.

This is incorrect and should not be considered a defect.

Please tell me how can I enter jupiter issues in flex (.mxml) source files? Now
I
have to open the source file in the plain text editor instead of the flex
editor.

Issue 24 is related to this issue. Jupiter works with some files other than
java
files but not all files. This is related to the fact that there are many
editors
that can be used in Eclipse and there isn't any way to know about all of them
(at
least not that I've figured out). Someone is currently looking into finding a
way to
contribute the Jupiter menus to all of these editors that are really only
editing text.

If you track Issue 24 it should update you on our progress.
