Create build env for debian stretch #31

Hello everyone, I'm totally not sure I'm proposing something meaningfull but, seeing that packages were not built for Debian stretch, I tried to guess why. I totally do not know how to test this PR, and I'm ready to help as far as I can to make stretch packages come to life (you probably guessed we need them 😁). Thanks for any remark or advice !
