Currently, with linguaplone, only the documents in the current active language get udated when merging keywords. That is because LinguaPlone patches the search by default to filter out documents in another language than the current one. To work better with LinguaPlone, the code would need to add some filter that would deactivate LinguaPlone.
There is a workaround currently, the keyword manager view works on NavigationRoots, so adding for example /en to the url to go to the english page allows one to change english keywords.
